  Are you trying to register a domain? To do that, a plan upgrade is required. The personal option is the most affordable. See a comparison of pricing and features here: https://wordpress.com/pricing/

  Write back with more questions. Once you add the plan to the account you will click on My Sites – Manage – Domains – Add New to register the desired domain.
