  Yes, you can create a free website with WordPress.com and when you would be ready, you can compare plans then purchase the best plan and transfer the domain address you already own.

  Please note that you must have an upgraded WordPress.com plan on your site (such as a Personal, Premium, Business, or eCommerce plan) for transferring a domain to WordPress.com.
