Domain/Address transfer

I’m trying to obtain a .wordpress.com address but someone else has registered with the ‘name’ I’m trying to use. They have a .com website of that name and the .wordpress.com doesn’t exist. Is it possible for a user to transfer an address (which I presume to be their username) to another user?
I don’t have a site with WordPress.com yet

The address I’m trying to get is “solicitedadvice.wordpress.com”.

Many thanks for that additional information.
It looks like this domain is not available for use.
You may want to consider custom a domain with the site instead whereby you have more control. (i.e. example.com)
Please note that a site would need a personal plan at a minimum in order to have a custom domain.

I know the domain isn’t available, it’s “reserved” but has not been activated by the person who registered with that name.
My question: Is it possible for the person who registered with “solicitedadvice” to transfer the domain ‘solicedadvice.wordpress.com’ to me if they do create it?

If you’re able to contact the owner of that username, and they are willing to create the site and then transfer it to you, that’s possible, yes.

But only the account for which the address is reserved can do this.
