Domain and CSS

From my understanding, you can buy your own web domain for your site from WordPress so the .wordpress.com won’t be there. If I were to buy that, would I be able to edit CSS then or would I have to buy a separate thing for CSS editing? Thanks.

Each upgrade from WP.com applies ONLY to exactly, specifically what it says. It changes your URL. It doesn’t give you freedom from the Terms of Service, it won’t let you host ads, you can’t put javascript in, and you can’t edit the CSS.

There are currently no upgrades that allow the use of advertising. The Custom CSS Upgrade is separate, yes – http://support.wordpress.com/custom-css/
