I want to buy a domain for my blog here in WordPress that cost $18 (domain + mapping) all i want to know is:
Do i have access to everything? I mean edit CSS, upload themes and all of these things?
Do i have to pay for hosting?
And why do i have to link my credit card to paypal? I have money in paypal but not with my Credit card, is there any solution?
The blog I need help with is: (visible only to logged in users)

That just gives you the custom domain name when people visit your site. That is all – Upgrades here are exactly what they say they are, no more no less. CSS is a different upgrade.
No upgrade here will let you upload your own theme or a third party theme, the themes here are modified to run here, security, reliability and performance. Since you can’t use Plugin’s, the staff add features for you.
If you are buying several upgrades look at the bundle, sometimes you can save money with a bundle
sorry don’t know about the difficulty with PayPal – plain PayPal I think should be able to be used for upgrades.
