You can register a custom domain when you purchase your plan, but that domain cannot be changed.
With that said, you do have 96 hours to cancel and refund that domain: https://wordpress.com/support/refunds/#domains and you can purchase a different domain at any time.

Hello,
I already own a domain with another provider. I want to transfer it to WordPress.com
I have worked on a free theme provided on WordPress using an alternate domain.
Now I want to purchase a WordPress.com Plan so I will have an access to plugins to customize the site.
In this case, should I transfer the Domain first and then customize the site?
What would be the steps should I follow?
A little confused here.

If what you want to do is to connect your custom domain – you can do that at any moment :) Connecting your domain is free with any of our paid plans, and you’ll want to follow these steps when you’re ready:

You can also transfer the domain instead; this way, we’ll be your new registrar. That option will also be free during the first year, provided you don’t use your domain credit on registering a new one:
https://wordpress.com/support/move-domain/incoming-domain-transfer/.
That said, you can purchase the desired plan, ignore the prompts about connecting the domain, and work on your site. When you’re ready to launch, follow one of the two links, I shared above. I hope that helps :)
