a friend set up a wordpress account for me…just a regular free account. Now she is trying to pay for my domain name. It says the fee is 18.00…when she clicks on that, the price jumps to 70.00 Can anyone explain this??? Thanks!!!

Hi there, sorry for the confusion! I know that Staff are working on making the wording about domain costs a little clearer.
Bottom line is in order to purchase a new domain name or map an existing one, you need to purchase one of the upgrade Plans. https://wordpress.com/plans/ The cost of a domain name is included in that Plan and cannot be purchased as a standalone upgrade.
The Personal Plan at US$72/year includes domain name/mapping, keeping WPcom’s advertising off your site and direct support by Staff.
Scroll down a little on that page for more information about the upgrades.

Thank you so much, justjennifer. But what do you mean by….direct support by staff? Does that mean more support than the actual forum where some quetions are sent?? Also, did the upgrade occur recently, because a friend did the same thing I am doing not too long ago and she paid 18.00 per year.

You’re welcome.
Direct support is exactly that. When you need assistance with your WordPressdotcom site, you will be able to directly contact Staff via the Contact Us form in your dashboard (which will change once you have a paid Plan) or by Live Chat.
I don’t know when your friend purchased the domain/mapping upgrade, but as a standalone upgrade, it was discontinued towards the end of May. Anyone who currently owns one of old upgrades can renew it.
