DOMAIN HELP!

    I have been waiting for over a year for a domain to be free by someone who was running a small blog. I noticed it was incomplete, so by assumption, I figured the domain would be free after the subscription of payment ran out. Well, I was right, and the website is free, but the domain I have been waiting for is still unavailable through wordpress. How can I finally pay for the domain I am waiting for? Will this other person own it forever?!
