Domain help!

I would really like to use a specific domain, “thewordsmith.wordpress.com.” However, this domain is currently inhabited by user. The site hasn’t been updated since 2005. That’s 12 years ago! I reached out to the user via Facebook. I know it’s the right person because his location as described on the blog and his Facebook matches up. He said he no longer uses the site and would release the site. I’ve asked him to maybe delete the account and he said he’d look into it, but is there any WordPress statute that could allow the site to be deleted, perhaps on the grounds of having been neglected for such a period, in the event he doesn’t? Is there any way possible for this domain to be freed up? I’m willing to pay for a domain, AKA a paid WordPress plan, but I actually prefer the “.wordpress” subdomain since it’ll be a blog. Thanks!

Important: do not have him delete the site if you want the domain. Take a look at this Support article:
Sites already deleted by their authors two or more years ago may become available again, if they present no username or other technical conflicts.
That means if he deletes the site, you may have to wait up to two years to get it.
Instead, ask him to transfer ownership of the domain. This Support article describes the steps that the current owner needs to take to do this.
Please note: if he does not want to transfer the domain, there is no way to obtain it. WordPress respects site owners’ content and will not delete sites, even if it has been years since they have last been updated.

Just to clarify, the only way you can get that site is if the current owner transfers it to you. We do not transfer sites without the owner’s consent under any circumstances, no matter how long the site has been inactive.
Try leaving a comment on that site, or submit the contact form if they have one to ask, but if you don’t get a reply to that there’s no other way to obtain that address.

Have you considered a .blog domain? Or otherwise we have 250 different domains available you can register, so there might just be one that will be the perfect fit for your blog, in which case it won’t matter what the underlying WordPress.com address is.
