I am trying to get a domain with simply my own name, but a Japanese blogger has it. Is there any way to possibly get them to change it? I can’t even read their blog because it’s in Japanese. I find it odd they have my name as their domain.

There is no way you can claim someone else’s domain. Also I don’t think you are the only Hilary Briscoe on our planet.
Best solution is looking for another tld.

If the domain you wish to use is already registered, you won’t be able to use that domain unless the current owner sells it to you. Otherwise, your only option is to register a new domain.
