  If I purchase the personal, premium and business plan and I already own a domain, will I still have to pay 13$ to map it from WordPress? I understand that people who don’t have a domain get it with these plans and they don’t have to pay for mapping. But if I already have the domain, do I have to pay?

  No, you needn’t pay extra for that. On upgrading, you can either choose to register a new domain or instead use the credits to map one custom domain to your existing WordPress.com site for free.
