  I am considering whether to transfer my domain to WordPress.com or keep it with my current registrar. How come, if I keep it at Namecheap.com and map it to WordPress, costs £11 a year?

  To map (or transfer) a domain you already own to a WordPress.com site will entail purchasing a Personal plan or higher.
