I’m trying to buy the domain mapping $13/year service to point my domain, but WP keeps trying to charge me to upgrade $8/month?

You will need any paid plan, and unfortunately it’s not possible to map to WordPress.com without a paid plan. There was a standalone mapping option, but it was discontinued some time ago. You can opt for the Personal plan by adding it to your cart before adding the domain. The current pricing is here- https://wordpress.com/pricing

This screenshot is from this morning which says it’s still available for $13/year and my other website is billed at $13/year. Do you think WordPress will honor that?

No, they won’t. New sites can no longer be mapped at $13, but your old site is grandfathered in. The mapping on the Add domain page is included in the plan cost, but cannot be added to your cart as a standalone item.

OK thanks. Last question, can domain pointing be done the same with a personal plan upgrade as with a premium?

Yes, any paid plan will do. Personal is fine! Adding the domain first defaults to Premium, so try adding the plan to your cart first before mapping the domain.
