I started a website and within minutes shut it down because it wasn’t functioning properly. (Computer issues). I deleted it entirely to start again, but now the domain name isn’t available. There’s not privacy issues as the website was never even running and it is still available in my account. How do I get it back?

Domains are not recycled, meaning that the deleted .wordpress.com domain is not able for you, or anyone else to use again. This is why there are numerous warnings when you work through the deletion process. See here: https://en.support.wordpress.com/delete-site/

Yes, I assume it’s a rookie mistake as I’ve never built a website. Don’t think I knew that’s the name itself would be unavailable If the domain name still shows under my account, does that mean it’s still available for editing or activating? Or is it just there because I once had it

If you are still seeing the blog listed under ‘My Sites’ when logged into your WordPress.com account then you have not deleted it. Once a site is deleted it will no longer be located under ‘My Sites’.
Locate the site in question and select it. This will open your dashboard. There you can begin to build your blog.

Thanks so much for your help! I’m sure these are pretty amateur qts. My apologies. Yesterday, it popped up under My Site, but today it is not longer there. However, under account settings, the website is still there. Should I just conclude it is no longer available and move on to building one with a new domain?

Please share the site address that you need help with. If you share the domain I can tell you whether or not it has been registered.
You may have accidentally created an additional WordPress.com account. The site is only going to appear under the ‘My Sites’ tab when you are logged into the account that owns it.

The authors have deleted this site.Unfortunately, you deleted the site http://en.support.wordpress.com/delete-site/ rather than deleting the content in the site http://en.support.wordpress.com/empty-site/
Deleting a blog URL is not easily done and multiple warnings that deletion is intended to be permanent and non-reversible are given all along the way.
Deleted blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

Thank you for helping! I did see the multiple warnings but somehow read them in reference to the SITE’s deletion rather than the domain name. In starting again, I’m not sure how to proceed. I’ve no experience building a website but read that WordPress was a good option for beginners. I’d like to explore it first to see if I could successfully build one here, WITHOUT monopolizing a domain name to do so. Is there a way to do that?

If you do not want anyone to be able to view your site until it is finished, all you need to do is edit the privacy settings: https://en.support.wordpress.com/settings/privacy-settings/
You can always change the content and/or design of your site by following these instructions: https://en.support.wordpress.com/empty-site/
This allows you to start fresh, but maintain ownership of the domain. Once you register the .wordpress.com domain it is yours forever.
