Can I use a domain name for my site without changing from the free version? I have a domain name and I see that it’s $13 a year to do that. Must I upgrade my plan as well? How about if I have wordpress get me a domain name for $18 a year? Can I do that using the free plan?

Domains are no longer available for purchase or mapping individually. They are included with the WordPress.com Personal, Premium, or Business plans:

This change has been made as we work to offer the best combination of value and performance for users while still offering a completely free product for those who do not wish to purchase any upgrades.
A great way to go if you are not interested in WordPress.com Premium is to look into setting up a self-hosted WordPress.org site through a hosting provider such as Bluehost, GoDaddy, or Pressable.

The Personal plan at $2.99 a month. Is that the only charge and does it include a domain name?

WordPress.com plans are billed yearly, the monthly pricing is presented for comparison purposes.
Yes, the Personal Plan includes a Domain Registration or Domain Mapping credit.

Thanks rootjosh. I’d like to recommend that option to the board instead of the current free plan.
