Is it possible to use my own domain again? Basically, I have a website already but I want to make a separate video site. I have started making one with WordPress and want the site to have my website address but featuring /videos. Is this possible?

What exactly do you mean by your own domain? Do you already own a domain with a site, and you want a WordPress.com site on the same domain?
If so, it’s possible. First, to be able to upload videos here you will need to add the Premium Plan under My Site ->Plans. Then you can map your WordPress.com site to a subdomain on your domain.
In other words, if your site is at mydomain.com, you can map your WordPress.com site to video.mydomain.com. Domain mapping is included in all our plans.

Yes so we have a site http://www.policenow.org.uk. I want to create a page that features video links and other types of media but do not want a new domain name (I want to keep things simple). So is it possible for it to be http://www.policenow.org.uk/videos (for example) and in order to do this I need a premium account?

If you just want to link videos, not directly embed them, you don’t need the Premium Plan. You only need Premium if you want to host the videos directly on your WordPress.com site.
However, it’s not possible to point your WordPress.com site to http://www.policenow.org.uk/videos, only to http://videos.policenow.org.uk/ To do that you’ll need at least the Personal Plan so you can add the domain mapping upgrade, as explained at the link I gave.
