2. What is the underlying .wordpress.com URL?
3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
4. When was the upgrade purchased?

The authors have deleted this site.
Are you trying to re-register that site URL – deeptable.wordpress.com ? If so, site deletion removes not only the site content, but also the site address. This action is permanent and cannot be reversed. You’ll need to set up another site and choose a different site address.
If that is not what you meant, please give the information @timethief and @kokkieh requested above.
