Hello. I write a film blog currently called The Next Picture show (http://thenextpictureshow.wordpress.com.) I am interested in changing the name to The Female Spectator. When I tried to make the change, it says that the address http://thefemalespectator.wordpress.com has already been reserved. When I visited this site, it looks like it was made in 2011 and currently has no posts. Is there any possible solution to this problem, since this site clearly isn’t in use?

You can never deprive anyone of a WordPress.com address which is in use. However, I have two options I can suggest you.
1, Use a custom domain.
You can use a custom domain if you upgrade your site to paid plans. thefemalespectator.com is currently available fortunately. The instruction to use a custom domain is here: https://en.support.wordpress.com/domains/.
2, Asking the owner of thefemalespectator.wordpress.com to transfer it to you.
If you find that an active blog address is registered by another user, you may be able to obtain it for your use if the owner of the blog agrees to transfer it to you. You may contact the blog owner – via a comment on their site or through a contact form, if available – to ask for their consent. If you do not get permission, or do not hear back from the blog owner, we cannot transfer the blog address to you. Please note that we cannot contact the owner of the previously deleted blog for you, nor can we provide you with the contact information of blog owners.
