Probably a dumb question, but I can’t find a specific answer on your site. I already have a domain name with namecheap. But I want to use it here. The upgrade said $13 a year, but when I select it, it says $99. What am I missing?

https://en.support.wordpress.com/domains/map-existing-domain/I believe the 13$ ‘Domain mapping only’ option is no longer being offered.
The minimum you’ll need to use a domain would the personal plan.Please see this link for a comparison and pricing:

It depends on how you would like to use the domain from namecheap with your WordPress.com blog.
You can map your existing domain or you can do a site redirect.
It can be a bit confusing, but domain mapping replaces kellyferrall.wordpress.com with your-own-domain.com, so when someone visits your blog – the content displayed is from kellyferrall.wordpress.com.
Site redirect sends a visitor from kellyferrall.wordpress.com to your-own-domain.com – the content displayed is from your-own-domain.com
