  I have a domain with go daddy but I do not want to transfer it until I am finished with creating new website with wordpress.

  Yes, You can create your website here on WordPress.com and choose the free domain name.

  When you are ready to transfer your domain to WordPress.com, you will need to upgrade the plan, such as a Personal, Premium or Business plan, etc. and do mapping domain by following the instructions here: https://en.support.wordpress.com/domains/map-existing-domain/
