  Can I create a website with a custom domain name in free plan or there is need of a paid plan

  A paid plan would be required. With a free plan you’re offered a subdomain ending in .wordpress.com or .home.blog or similar.

  Just to clarify, you can purchase only the domain mapping subscription, however, on a free plan, you won’t be able to use that domain as your primary address.
