Sorry different questions about your hosting, with the premium $10 month it says Payment (accept one-time monthly ,annually payments on your website)What does it mean? & it says sell anything with Pay pal button, So if i wanted to sell products they can only pay with paypal not credit cards. or can i add a woocmmerce to that plan.

It sounds like you are referring to the Payments block, which we discuss in detail here: https://wordpress.com/support/wordpress-editor/blocks/payments/
The Payments block is not exactly an ecommerce block, it is not intended to sell products but instead to sell memberships or access to locked pages/posts on your site. You see this used most often on premium blogs where you need to be a member to read certain blog articles.
If your intention is to sell products on your site you can use the Pay with PayPal block mentioned here, which can be used to set up a simple “shop” page on your site: https://wordpress.com/support/pay-with-paypal/

If you have a PayPal Business account, visitors to your site can pay with a major credit card if you like. However a limitation on PapyPal’s end is that if you have a standard PayPal account (instead of a PayPal Business account) the only way a visitor can make a purchase on your site is to use funds from their PayPal account, and will not be able to use a credit card.
can i add a woocmmerce to that plan
That is not possible under the Premium plan, but is an option under our Business Plan.
