Your title says “domain name”, but in your post, you mentioned “site name”. I’m going with your title: domain name or website address.
You CAN change your domain name at any time. Changing your domain to another domain you own is free, but you need to first purchase the new domain or use an existing domain you already own.
Domain names are like telephone numbers or postal mailboxes: you can’t simply string together your own numbers and say this is your new phone number or mailbox address. You need to have it properly registered to your name by the responsible agency, which often involves payment.
That’s why you need to pay for the new domain name!

Your site name, i.e. the site title that appears at the top of the site when you view it in a browser, can be changed at any time from Settings ->General:
