When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username.
Do you see a “reserved” notice?

Unfortunately I don’t see reserved sign, however I am not to sure where I am looking.

That’s blog that is not being used but it still belongs to the person who registered it. There is no requirement that must use any blog they register.
The only way to obtain an unused blog here at wordpress.com is to contact the blogger who created it and have them transfer the blog to another wordpress.com username account. In this case there is no contact information and Staff will not breach the privacy policy by providing the email address to you.
