  Hi, is it possible to just purchase the domain name at a cost of £15 per year without having to purchase the Personal plan?

  Technically yes. But you’d need a Personal plan at minimum if you actually wanted that custom domain to display on a site here rather than a .wordpress.com subdomain address that comes with a free plan.
