Domain name change

    I have a new blog called budgetingisnoteasy.wordpress.com and want to change it to simplebudgeting.wordpress.com but that site name is taken. After checking that site, I confirmed the name is taken but not active and not really developed out. Can I submit a request to claim it if no longer active?
