Simply stated you can’t register any deleted blog URL because deleting any blog URL is a permanent and irreversible act, just as the multiple warnings required to accomplish site deletion clearly state. Once the verification link for deletion is clicked the blog URL is forever gone, gone, gone. http://en.support.wordpress.com/delete-site/
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

sorry, I meant what I had posted above wasn’t correct, it said “he blog I need help with is dizzyfan.wordpress.com.” when I meant biologybarista.wordpress.com. Thank you for your help!
