  When someone registers a username at WordPress.com, the matching blog address is automatically reserved for their future use. In this case, the user wisecare registered their account nine years ago and that URL is reserved for their use.

  Your other option would be to register a custom domain for your blog. You can register any available domain name, regardless of the underlying .wordpress.com address and set that domain as your primary URL with one of our paid plans:
