You can build your new site here and then wait to connect the domain until everything is ready to go.
You can get a free site with a .wordpress.com subdomain. Use a temporary name for your site as an example: sitename.wordpress.com
Keep the new site private as to not affect any SEO.

Once you are ready you can choose to transfer or map your domain to WordPress.com
