domain name taken but unused

  Has anyone dealt with a situation where a domain name they’ve really wanted has already been taken, but it not being used at all? In my case, the site is basically a shell site with nothing filled in except the title. There’s no contact information for the person either. I assume it’s something I’d need to ask WordPress about, but just thought I’d put it out there. Thanks!
  (this probably seems silly but I just REALLY love this particular name and it kills me that I can’t use it because someone else has squandered it! lol)
