  hello!
  I have paid for my domain name in full elsewhere. Can I transfer to WordPress for no additional charge?

  No. You’ll need a paid Personal plan or higher to map a domain you own elsewhere to a WordPress.com site.

  I meant to add that you can transfer your domain here if you’ve owned it for at least 60 days. That too would require a paid plan:
