Domain previously taken, but now expired. Why can't I reserve it?

I was waiting to be able to afford my .com domain, but it seems someone swiped in and took it before I had the chance. I’ve been waiting for it to expire to see if the person will not renew, and today is that day. Although the domain registration has expired, WordPress still shows that the domain belongs to the other blog.
Also, is it fair for someone to create a blog with the exact same name as a well known, well established blog and write about the very same topic the well known blog writes about?
Any tips or answers on either of these issues are much appreciated.The blog I need help with is: (visible only to logged in users)

Yes, sure, why not? If your writing isn’t different enough that people can tell them apart, why not hire the other guy?
Domains go into a turnaround period when they expire, assuming they’re allowed to expire. During that period, the original owner can get them back. In this case, he probably renewed before the domain expired, so you can’t get it.
