  Hello,

  I would like to ask for clarification regarding purchasing a domain.
  When I just purchase a domain and stick with the Free Plan, does it still include SSL Cert and WHOIS Privacy?

  Yes, that is mostly correct.

  All domains registered at WordPress.com come with Privacy Protection free of charge, but please note that Privacy Protection may not be available due to the policies of the respective registrar of record or registry: https://wordpress.com/support/domains/domain-registrations-and-privacy/#privacy-protection

  And free SSL certificates are included with all sites here at WordPress: https://wordpress.com/support/https-ssl/
