If I purchase the premium plan through wordpress and register a .com domain, do I own the domain even if I stop using wordpress to host my site?

No matter what plan you have on WordPress.com, you own any and all content on your site, and you are the owner of any domain you register with us. If you buy a domain from us you are of course bound by our terms of service, but you have complete rights to transfer the domain to another owner, or to use your domain with a site not hosted on WordPress.com. It is your property for as long as you keep on renewing it.
