1. I tried to purchase a domain through you and got a response cannot register – already registered. Does it mean that I cannot get this domain?
if not, how do I pick a new one through wordpress?2. why can’t I add plug-ins even after I payed the 99$?

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.

if not, how do I pick a new one through wordpress?The top level domain here is WordPress.com and all free hosted WordPress.com blogs are on individual .wordpress.com sub-domains. if what you want is anew .wordpress.com blog URL see option 1 below. If you actually wish to purchase a domain via a domain mapping upgrade see option 2 below.
Option 1 – changing a blog address
You must be logged in under the exact same username Admin account that registered the blog in question to change the URL. Then you can use this guide http://en.support.wordpress.com/changing-blog-address/That option will permanently disable the address and you will not be able to reuse it. Only select this option if you are sure you will not use the address again.
If you want to redirect traffic to the new blog, and retain and page rank the blog has or authority your have gained in the niche then you can keep the address and purchase the Site Redirect upgrade.

In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from.
