  Hi we have not been able to use our web page for nearly s year as we have lost put login details due to a change of admin and have tried numerous times to contact yourselves regarding this to no avail. We are not impressed with your service towards us so if this can not be rectified easily and quickly we want to terminate our payments

  As this new account won’t have any connection with your site could you reveal the full address of the domain you wish to recover?

  As themagicrobot points out, the WordPress.com user account you are posting from has no upgrades associated with it. So if you shared the URL of the site in question, it would give staff a starting point to try and figure out what the situation is and if we can find a solution for you.
