Domain Transfer

  I am building a webpage for someone else who already owns their domain. Do they need to register for a WordPress account, set up a development page, then give me the login to build the page? Then once complete, we will transfer the domain from the current provider to WordPress?

  Yes you’ve got it about right. The site owner will need to upgrade any free site created with a .wordpress.com subdomain to a paid plan to enable mapping/transferring of an existing custom domain.
