  If it’s possible, can I do the domain transfer at a later time?
  I am still in the process of designing the new website for leander park and that their existing website should still be up and running.

  I see that your website, http://leanderreefdongara1.wordpress.com/, is working on WordPress.com’s free plan. You can certainly add a custom domain even after completing the design on this plan. However, if you are planning to buy a WordPress.com premium or business plan I recommend you to buy it first as it offers some additional themes in the theme library. Also, users get custom domain along with the personal, premium, and business plan. Refer this page for more details: https://wordpress.com/pricing/

  Moreover, if you already own a domain you can choose either of the below options:

  1) Use a Domain You Already Own (Domain Mapping): https://en.support.wordpress.com/domains/map-existing-domain/
  2) Transferring a domain you already own to WordPress.com: https://en.support.wordpress.com/incoming-domain-transfer/
