  I would like to see build the site first then transfer the domain – is this possible?

  Yes, it possible.
  You can always try wordpress.com with its free plan and free domain.

  The domain name for your blog which you get is “yoursitename.wordpress.com”.

  Once you complete your blog designing and updating then you can transfer to a custom domain. If you want to use a custom domain then you will need an paid wordpress.com plan.
