Domain transfer BEFORE or AFTER upgrading my plan?

I would like to upgrade to business plan but I wonder if I can do that before domain transfer. As I need time for setting up the new website before transferring to actual domain.
I am worried that once I have upgraded to business plan I cannot change the domain anymore.WP.com: Yes

You can build your new site here and then wait to connect the domain until everything is ready to go.
You can get a free site and the free features with a
.wordpress.com subdomain. Use a temporary name for your site as an example: sitename.wordpress.comhttps://wordpress.com/start/free/domains?ref=pricing-lp
Keep the new site private as to not affect any SEO.
