Domain Upgrade then transfer to wordpress.org

Hi. how does a blogger ensure his/her SEO isn’t harmed when they upgrade their domain and map it (on wordpress.com) and then subsequently transfer it to wordpress.org (secondary question: does the transfer cost money, apart from the normal private hosting fee?) Thanks

There is no 301 redirect offered by wordpress.com but we can redirect by purchasing a 302 temporary redirect.
