Hi there!
The 13$ is for domain mapping, which means that you have a domain that you currently own, and would like to use it with your site in WordPress.com. You can learn about domain mapping here: https://en.support.wordpress.com/map-existing-domain/. This page also includes how to purchase it.
The 99$ if for the WordPress.com Premium Plan, which includes more great features. You can learn about it here. https://wordpress.com/pricing/

All new accounts must purchase the Premium bundle of upgrades. Only renewal of an existing domain mapping upgrade is now priced at $13.

@timethief has answered your first question – you can only map a domain as part of a plan.
As for the second:
2. If I upgrade my current wordpress account and I take your premium offer, does it gave me the possibility to keep my e-mail address : (email visible only to moderators and staff) ?
If you have a domain registered or mapped with us, you can add the MX records for any email hosting you’re using to that domain so your email will keep working. See here for more info:
