  I have a domain with Go Daddy – can I link that without having to pay for a plan?

  Using a custom domain name with a WordPress.com hosted site is a feature of a paid plan. It can’t be done without having to pay for a plan. You can see all WordPress.com plans at https://wordpress.com/plans
