I am trying to configure my new domain http://www.democracyforbrazil.site/ with my blog here https://democracyforbrazil.wordpress.com/. The system wants me to upgrade or wait 60 days. So I asked at the domain provider and they asked:
‘do they have nameservers (ns1.wordpress.com) or host record (A,CNAME, etc) details, ask from your hosting provider’
could you please give the info I need to proceed

Hi there,
Adding a custom domain requires a paid plan – simply follow the quick guide here to get started:
https://en.support.wordpress.com/domains/map-existing-domain/Since you already have the domain elsewhere, I suggest mapping so you can keep the domain with the same provider and still use WordPress.com by using the nameservers mentioned in the guide.

I looked into that and it seems my base expense is $180 – $195 with the redirection. I could pay $20 or so, but no more.
If I do wait the 60 days then it works or will there be another catch?
Can I do this non-commercially on wordpress.org?

You don’t have to pay that much – if all you need is to allow your domain name (and get a bunch of features in addition!), just upgrade to the Personal plan which costs 4$ (USD) a month when paid yearly (i.e 48$).
The small problem here (regarding the 60 day limit) is because your domain name is brand new – i.e registered very recently at another domain name provider. In that case, WordPress.com won’t be able to transfer this domain until the 60 day limit is over.
Don’t worry though! This is only to transfer here so you can still use the domain with the Personal plan. Just upgrade to the plan manually from here first:
https://wordpress.com/plans/You can re-evaluate what features you want in your WordPress and then upgrade accordingly too. The Personal plan I mentioned is just the bare minimum.
And then follow this guide to map the domain name manually:
https://en.support.wordpress.com/domains/map-existing-domain/Finally, yes, you can use your domain with a self-hosted WordPress.org install. That means you’ll need to install WordPress manually yourself, at a hosting provider (which costs money just as much if not more!) and add this domain there – and the setup varies accordingly and you’ll need to get in touch with your hosting provider’s support for further instructions if you choose to go this route.

To connect a domain to a WordPress.com site requires a paid plan. Whether you buy the domain with us, map it here from a different provider, or transfer it here from a different provider, you will need one of our plans at My Site ->Plans to add the domain to your site. There is no way around this.
The 60 day waiting period you refer to is for transferring domains from one provider to another. While we do support incoming transfers of .site domains, you will still be required to purchase a plan in order to transfer your domain to us.
