Domains: Missing Site

How can another website have your same domain? Once you create a website no one can use your domain, even if you delete it – it will show an error or say that the author has deleted the site. The only way this is possible (I think) is if your website had a .com at the end, without the .wordpress before it. I’m not quite sure what you mean, though, so I could be getting this all wrong
