    I am sorry, but WordPress does not offer phone support.

    To obtain a domain, you will need an upgraded plan if you do not already have one.

    https://en.support.wordpress.com/all-about-domains/ is an excellent overview of domains in general.

    Many of the themes here at WordPress.Com are responsive. I am thinking when you say responsive you mean that the page adapts itself to the device being used to view it. https://en.support.wordpress.com/theme-layouts/ talks about responsive themes in more detail.

    Before you pay for an upgraded plan, you should think about what you want to use the site for. If you are planning on blogging, you are in the right place. If you are planning on using your site for commercial purposes like an online store, you should consider a site at a hosting provider who offers WordPress software. You would have much more control over how your site is set up, and much more ability to set up a store, with shopping basket, and payment options not available with a stie here at WordPress.Com.
