Don't have a plug-in option

I don’t have the option to “Add New Plug-in” under Appearance. Is this because I need to upgrade to the $30/year?
In all the tutorials and help forums everyone says to go under Appearances and there should be a “Plug-in” option and then I can “Add New Plug-in”. However I don’t ave this option at all. Do I need to upgrade in order to upload a widget? I’m trying to upload the Recipe Card widget.

It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from self-hosted WordPress.org, this support article explains the distinction:
Unfortunately, that means that we can’t use the Recipe Card widget on WordPress.com.

So there’s absolutely no widget I can use to post a section on my blog dedicated for recipes on my wordpress.com blog? I didn’t know this.
Are there any themes you can recommend or point me in the direction of that are popular/commonly used for recipes and/or food bloggers. The options in the theme section aren’t really good for food blogs.
I really want to add this functionality to my blog but I am not sure what’s the easiest way to do this (i.e. a theme change or going wordpress.org). I am not great with coding nor do I really want to pay someone. I enjoy doing this all myself and don’t mind learning some stuff.
Sorry for all the questions. Any help you can provide would be amazing :)

Hey Steph,
Depending on what angle you want to take, my first thought are any “portfolio” style themes. Here’s a site using the (premium) GridSpace theme on WordPress.com that is beautiful, in my opinion: http://localkitchenblog.com/
In each post, they use a combination of bulleted lists and ordered (numbered) lists for the actual recipe listing.
Here are others that are along the same general line: http://theme.wordpress.com/themes/subjects/photography/ (highlighting a picture of the food/topic of the post).
Is something along that line what you envisioned for your site? If not, can you share a bit more? If you want to avoid the technical side completely, I’d like to keep you on WordPress.com if we offer something that is reasonably close to your vision. If not, I’ll be the first to tell you to try WordPress.org instead!
