I created the riccs.org website and somehow don’t have access to it anymore. I want the riccs.org website linked with this account.

Can you log out, then log in again using the email address that received purchase notifications and what not? That’s the one you’ll need to use to access the site. You can also try commenting on the site and seeing where the email notification goes.

For some reason I did not receive an email with the purchase confirmation but I know the transaction happened. I have proof in my bank statement.

You can find your Transaction ID by following the steps at https://wordpress.com/support/billing-history/#retrieving-a-transaction-id
Then, first log out of WordPress.com at https://wordpress.com/me and you can recover access to the correct account using that Transaction ID by following the steps at https://wordpress.com/support/account-recovery/#account-recovery-form

Hi there,
The transaction ID appears on your credit card statement. It also appears on the receipt we emailed to the email address for the other account.
On your credit card statement, find the payment. In the descriptor there it should say the payment is for WORDPRESS, followed by a random code. That random code is your transaction ID, and what you need to put into the account recovery form to verify your ownership of the account.
