Don't have plugins bar online and can't publish when local, what to do?

  I don’t have the plugins bar even though I paid (99$) and own a domain. I downloaded an installer from microsoft and installed the software locally and when I access the dashboard through it I do have the plugins bar but It doesn’t publish posts or show changes I’ve made.
  What should I do??

  We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here: http://support.wordpress.com/plugins/

  However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/
