Dont know what theme i need?

Hi, i have an idea for a website, the platform is one where users upload pictures to the website database, and i then verify them and allow them to be added to a database, so basically I’m making a massive database of pictures in the cycling industry, what type of theme would i need? Members would need an account and a way to upload there pictures etc.
Any help greatly appreciated!

I’m not completely clear on what you want to do but from what I’m assuming I don’t think you can make your idea work the way you want it to.
The only way to upload photos to a blog is to add users as Authors or Editors (or Administrators but I highly highly recommend against that). This support document explains user roles: https://en.support.wordpress.com/user-roles/
While Authors and Editors can upload photos, there is nothing preventing them from publishing and they can get to the back end of your blog which I am guessing you wouldn’t want.
